PLOT
In 2020, Brandon "Big Boss" Babel and his crew of thieves have turned Empire City into a criminal stronghold, rendering the local police powerless. In desperation, Mayor Davis seeks assistance from the government. The FBI responds by sending Special Agent Baldwin P. Vess (Codename: Bulletproof) to take down Big Boss. However, after a violent encounter with Big Boss's goons, Vess is critically injured in a car accident and must be rushed to the hospital. Following extensive rehabilitation, he receives a synthetic bulletproof torso, allowing him to walk again.
