PLOT
Six billion people died as a result of the "Hammer of Eden" disaster, which also flooded 90% of the earth. 14 years later, the New United Nations was established to work toward peace on the devastated continents. Keel is a little child that lives in Yabitsu, a town that developed as a result of the nuclear generator's electricity after the disaster. The New United Nations secretary general, Aoi, is his next of kin. She sees the calamity as a chance to build a new world where nations can work together to transcend racial and religious barriers. Her attempts, however, to realize that vision fall short due to the nations' resistance to change. Gould, a military officer, believes that using the military to issue orders is the only option. Gould executes a coup to declare war on the New United Nations in his attack on Yabitsu using Ulysses, a nuclear submarine, and his crew, which includes Tean, Keel's brother.
